Planning and Contracting in Indian Country (000137)

Overview

The Farm Security and Rural Investment Act of 2002 (Farm Bill) provides more opportunities then any other farm bill for American Indians/Alaska Natives to participate in agricultural conservation programs. NRCS started laying this foundation in 1992 by providing the "Working Effectively with American Indians (Harmony)" Training.

Advance training of field people through this course will enhance the opportunities provided in the new Farm Bill (2002) for effectively working with American Indian Tribes and ANCSA (Alaska Native Claims Settlement Act) Corporations . The course will provide an in depth step-by-step process that spells out what tools and background are needed to promote successful delivery of NRCS technical services and programs.

Objectives

Upon completion of this training, participants will be able to:

  • Describe the three different ways of contracting i.e. with individuals, with associations, with American Indian Tribes/ANCSA (Alaska Native Claims Settlement Act) Corporations including the implication of county structure.
  • Be able to list which parties need to be involved with the planning process on Tribes/ANCSA (Alaska Native Claims Settlement Act) Corporations . I.e. all tribal departments, federal agencies, etc.
  • Identify tribal laws that govern land use and land management of each Tribe/ANCSA (Alaska Native Claims Settlement Act) Corporations .
  • Describe the need for flexibility and respect of the culture uniqueness of each Tribe/ANCSA (Alaska Native Claims Settlement Act) Corporations .
  • Describe the different Tribes/Alaska Corporations and program implementation (Farm Bill) stages of services provided by NRCS to the Tribes/ANCSA (Alaska Native Claims Settlement Act) Corporations .

Prerequisites

Completion of the NRCS course “Working Effectively With American Indians” (Number 000090) or a suitable substitute agreeable with NEDC.
