Environmental Compliance for Conservation Assistance Training Series (NRCS-NEDC-000190)OverviewThis training series supports an emerging curriculum related to program and project planning and associated environmental issues. It complements the Conservation Planning Course, the Areawide Conservation Planning Course, and the Watershed Project Planning Course. Environmental Compliance for Conservation Assistance (EC Level 1) is an introduction to how NRCS meets its responsibilities to comply with numerous environmental requirements when providing conservation planning assistance. The course provides an overview of the environmental evaluation process and how the process is used to meet environmental requirements. The course also instructs students on completing the CPA-52, “Environmental Evaluation Worksheet,” and integrating consideration of environmental requirements into the planning process. Each State has the flexibility to modify the CPA-52, “Environmental Evaluation Worksheet” to address concerns that apply within that State, and students receive additional instruction and practice completing that form in the classroom/field-based portion of each State’s conservation planning course. Following Level 1 in the series is Environmental Compliance for Programs and Projects (EC Level 2). This course provides students with additional information on how to comply with environmental requirements on a watershed or other areawide basis for program or project planning. The course reviews the requirements for developing Environmental Assessments and Environmental Impact Statements to comply with NEPA, and further builds on the information provided in the EC Level 1 course by providing more information about meeting Endangered Species Act and other environmental requirements. The final course, Environmental Procedures and Report Writing (EC Level 3), provides the students with the opportunity to apply what they learned in EC Level 1 and EC Level 2. In the Level 3 Course, students practice developing portions of EA’s and EIS’s, and learn about the tools available to analyze the effects of proposed actions and alternatives, and how to communicate the results of that analysis effectively. The course addresses other environmental requirements, but does not provide practice writing biological assessments or any other assessments related to a specific technical discipline.
