Consultation With American Indian Governments (000089)

Overview

This course examines the unique historical, legal, and political relationship between the United States and Indian nations. The role of the NRCS in establishing government-to-government relations with sovereign Indian nations is discussed. The use of consultation is proposed as a method for establishing appropriate, timely, relations with tribal nations, that fully recognize cultural, political, legal, and historical precedents. Case studies, in-class exercises, discussion, and “real-world” examples are used to illustrate how consultation between the NRCS and tribal nations may be used to further relations.

Objectives

Upon completion of this training, participants will be able to:

  • explain the difference between working with tribal nations on a government to government basis, and working with individual private landowners
  • recognize and better cope with cultural differences between American Indian and other cultures within the United States
  • explain the legal and historical background of the consultation process
  • use an understanding of cultural differences, legal and historical issues to apply a model of the consultation process to establish or enhance NRCS relations with tribal nations.
